PCH (disability compensation benefit)

The disability compensation benefit (PCH) is a financial aid paid by the department. It is intended to reimburse expenses related to your loss of autonomy. Its allocation depends on your degree of autonomy, your age, your resources and your residence.

Conditions of attribution

Autonomy

To be eligible for the PCH, you must be in one of the following situations:

  • You have an absolute difficulty in performing an activity (mobility, personal maintenance, communication, general tasks and requirements, and relationships with others). The difficulty is qualified as absolute if the activity cannot be performed at all by yourself.
  • You have a severe difficulty in performing at least 2 activities (mobility, personal maintenance, communication, general tasks and requirements and relationships with others). The difficulty in performing these activities is qualified as severe when they are performed with difficulty and in an impaired manner by yourself.

Age

For the first application, you must be under 60 years of age unless you are in one of the following situations:

  • You were eligible for the PCH before the age of 60. In this case, you can apply for the PCH before your 75th birthday. For a renewal, if you were receiving the PCH before the age of 60, you can continue to receive it if you meet the conditions of attribution and as long as you do not opt for the personalized autonomy allowance (Apa).
  • You are over 60 years old and still working.

Ressources

Access to the PCH is not means-tested.

However, to calculate the amount of the PCH within the limit of the rates of coverage, the resources of the year N-1 are taken into account.

  • If your resources do not exceed €26,845.70 per year, the maximum rate of coverage of the PCH is 100% of the limit amounts per type of assistance.
  • If your resources exceed €26,845.70, the maximum rate of coverage of the PCH is 80%.

 

Only income from assets is used to determine the rate of coverage

Residence

To be eligible for the PCH, you must reside in France.

If you do not reside in France, you must have:

  • a resident card
  • or a valid residence permit.

 

You can obtain the PCH if you are housed :

  • in a social or medico-social establishment,
  • or hospitalized in a health establishment.

Instruction of the request

  • The request for PCH is subject to an evaluation of your needs by a multidisciplinary team which then draws up a personalized compensation plan. This plan includes proposals of all kinds (services, orientation, advice).
  • The personalized compensation plan is then sent, along with any comments you may have, to the Commission des droits et de l'autonomie des personnes handicapées (CDAPH) for decision.
  • The CDAPH renders its decision within 4 months from the date the request is submitted. If the CDAPH does not make a decision within 4 months, it is considered a refusal.

Aids covered

The PCH includes 5 forms of assistance.

Human aid

This assistance allows you to pay for a home help service or to compensate a family caregiver (family member who is not salaried for this assistance)..

Technical aid

This aid is intended for the purchase or rental of equipment to compensate for the disability.

The level of reimbursement differs depending on whether or not the aid is on the list of reimbursable products and services (LPPR) by the Social Security.

ASSISTANCE WITH HOUSING ARRANGEMENTS

This assistance can be used to adapt your home or the home of the person who is accommodating you.

The work must compensate for your activity limitations, either permanently or temporarily.

In this 2nd case, the activity limitations must have a foreseeable duration of at least 1 year.

When the aid is attributed for the home of the person who is hosting you, there must be between you 2 :

  • a link of descent or collateral up to the 4th degree,
  • or an ascending, descending or collateral link, up to the 4th degree of the person with whom you are living as a couple.

 

Moving expenses may also be covered.

Transportation aid

Assistance includes:

  • the fitting out of your vehicle,
  • and the additional costs related to your trips.

 

In order to benefit from this program, you must hold a license bearing the restrictive mention of an adapted driving position.

The additional costs related to travel can also be covered when it is :

  • regular, frequent transportation or transportation corresponding to an annual leave of absence,
  • or for travel between your home and the hospital if it is done by a third party or if the round trip distance is greater than 50 km.
SPECIFIC OR EXCEPTIONAL AIDS

Specific expenses are permanent and foreseeable expenses linked to the disability and not taken into account by one of the other elements of the PCH. They can be, for example, the maintenance costs of a wheelchair.

Exceptional expenses are one-time expenses related to the disability and not taken into account by one of the other elements of the PCH. They can be, for example, the cost of repairing a medical bed.

ANIMAL CARE

This aid is intended for the acquisition and maintenance of an animal that contributes to your autonomy.

In this case, the dog must have been trained by qualified educators.

The reimbursement can go up to 100% of the expenses in case of full coverage (80% in case of partial coverage) within the limit of 3 000 € per 5 years period.
